The new keeper would expect to receive new documents within a short period and if they did not arrive it would be questionable whether that belief is still reasonable.

I do not know what is a short period, but it took the DVLA a good six weeks to do this when I bought a car in January

I meant short, relatively speaking. My point is that the longer the new owner waits, the less reasonable his belief is likely to be.
