Fixed Recoverable Costs Jackson 2 October

It is proposed that fixed recoverable costs are extended to all fast track claims from October.

Am I correct in understanding that it will apply only to cases where proceedings are issued after it October the 1st?
(So the will not apply to proceedings started before October but finishing after.)
Also, does the date of cause of action matter?

Finally, it is unclear to me whether the costs will be paid as fixed sums or if the costs will have a fixed cap but will be lower if the actual fees are lower?

Rules as they come into force are often not exactly as proposed. I have not read the proposal; maybe another of our regulars has.

Alternatively, look at a few "costs lawyers" sites and see if they have anything on the subject.
