If the property is not assessed at the end of the tenancy there is no way to determine it's condition. Can the condition as inspected post the end of the tenancy be proved to be the same as on the day the tenancy was terminated?

All very wise for me after the event, but the rule might be to photograph the hell out of the place when you move in, and on the day the agent inspects the place when you're leaving.
