It is that, yes. But does that make it not hearsay? It is a documented report of what other people have witnessed.
What other people have witnesses is pretty much the definition of hearsay.

No.

First, proceedings in Parliament may not be questioned in any court.

Second, any evidence would be the things allegedly referred to in the Chilcot Report, rather than the report itself. Why adduce the Report, when primary evidence is available and should be referred to?

Third, could you refer us to the page number if the Chilcot Report where it is stated that Blair misled Parliament?

No. The report details the evidence given, and sets out conclusions and recommendations. The report is not evidence.
