Old school:
1. multiply what i want by a factor so i end up with what i want.
2. control the negotiations so the other side cannot get what he wants

new school:
1. explore common ground. Negotiate around why you need what you are asking for and acknowledge the other sides needs and wants too
2. try to find a way to get your desired outcome not winning the negotiations

Do you equate the public statements for the benefit of various audiences in various countries with the negotiations themselves.

Yes and no

the public roar does entrench positions that become "red lines" where face is lost if they are given up. So in that respect it's a little daft. On the other hand a storm before calm can be effective at creating authority that you can later give up
