Unfortunately that country is us, since we threatened to veto Spain's accession to the EU unless it opened the border with Gibraltar. We can't put the genie back in the bottle.
The EU is not a country, whatever spin you might put on the issue. It is no surprise that Spain is behaving as it is, given its track record over Gibraltar. What is unacceptable is the conduct of the EU in the matter.
The UK - as a fully paid-up and ongoing contributor to EU funds - is entitled to expect the EU to remain neutral in or at least keep its snotty, interfering nose out of the Gibraltar issue and let it be resolved between the UK and Spain as a strictly bilateral matter.
