i think this can be summarised as. Listen to me, i know how to do it, if you don't they'll end up getting a better deal and nobody wants that. He's also mindful that he told cameron that there was no better deal.

I took the Juncker statement to mean the opposite:

"I [Juncker] don't know what the hell to do, but the Brits do know how to handle this".

Good point made by dls earlier. So Juncker won't be surprised it the Brits do precisely that.

I hadn't realized (or had forgotten) that Juncker had a rather unsavoury record as the PM of Luxembourg prior to his becoming the EU Commission President.
