So if I overheard a death threat conversation in the pub I suddenly have a legal responsibility to which I can be held accountable if i don't report it?


There are some big differences.

There is no general legal duty to report crime or assist the police. There is an exception - terrorist offences.

Overhearing something in the pub can be without knowing the ID of the people involved, with no clear record of what was said or how to trace them. That is different on-line.
