For such suspicions we need a QC to tell us? Incomprehensible tax laws matter little to the average working man, or even the middle classes, but the richer you are, the more incomprehensible are the laws that matter to you, and the more ineffectual is the tax man. Coincidence? Just look at how rich are the lawmakers.
