Ignoring the rest (that possibly I shouldn't)

I would just like to pick Alex up on 'margins of error' If Alex could explain exactly what he means by that (which I have concerns about being posible) I have a few people I could run it by as serious mathematicians ~~(not that I will).
Note: I am not legally qualified, just been around a few blocks. The sorry cynic.
