Dealing with them will require massive amounts of assistance, financial and otherwise. Are we ready to do that?

Almost certainly not, but perhaps it is time we thought about getting ready?

It is a flow and the same as any flow it is driven by imbalance.

I meant what I said.

I draw attention to the fact that the article is from 2001. Others can draw whatever conclusions they wish, or none.

As a ticket inspector I would expect you to be at the cutting edge of out of date spotting. Few professions need full retraining each calendar day, and double training on a Monday.

I cannot believe what I read sometimes and will draw no conclusion because... Well you can draw your own conclusion.
If you can't talk about the problem, how are you ever going to even start talking about the solution?
