It's common in software too. checksums get used to validate the existence of all sorts things which may be seemingly non-functional
My suggestions are not legal advice

***Digression klaxon*** The original A to Z maps were made by just one person: Phyllis Pearsall, who largely collected the data for her maps by walking every street. Indeed they do contain trap streets: there was a documentary about the firm a few years ago (part of a series by Nicholas Crane) in which one such street was identified. The Ordnance Survey deny that they employ the tactic, since every one would be a departure from absolute accuracy, however they have used a few "stylistic features" to identify their maps: as the AA found out the hard way.
