The Master of the Rolls’ “decision paper” dated 28 July 2014 on “Guideline Hourly Rates” at this link

says:
I … accept the recommendations to amend the criterion for Grade A fee earners so that it includes Fellows of CILEX with 8 years’ post-qualification experience … ; and that Costs Lawyers who are suitably qualified and subject to regulation be eligible for payment at GHR Grades C or B, depending on the complexity of the work … . I propose to introduce these changes on 1 October 2014.


Did he actually introduce those changes on 1 October 2014?

Sorry, I cannot help. My firm has no staff of either description, and so it is not something I would look out for from our own point of view.

Master of the Rolls Lord Dyson's latest upload on this subject is dated April 2015 and is at this link

He writes
The existing rates will ... remain in force for the foreseeable future


He does not, however, mention any changes that might have been introduced on 1 October 2014.
