Question
Would it be odd to file a witness statement with the reply to the particulars of claim. This is 5 months before the first CMC and before any discussion of ADR.
The CMC requested witness statements 3 months after the CMC. So witness statement filed 8 months before necessary at a cost of £4000.

I think you would be entitled to request an explanation.

CPR44.3(2) sets out the principles on which costs on the standard basis are assessed. see also para 44.3(5).
