To what extent is a property owner liable to a third party if the builder he engages causes damage to the property of a neighbour or injury to a neighbour or visitor?

It would depend on the type of work being undertaken and whether the person employing the builder was doing so as a domestic or commercial client.

Builder liable not neighbour. Independent contractor.
