A company exists for a beneficial purpose, and advertises itself as "not for profit", however most of their actual work is contracted out to those who are out to make profit.
Clearly some things need to be done by outside firms, but does there become a point when this becomes unlawfully misleading?

One thing that would make me cynical would be common ownership/control of not for profit company and company to whom it sub-contracts work.

Refer the company to Office of Fair Trading/Trading Standards/Advertising Standards Authority?

It would me also. I think it is more of an old boys club than direct ownership.

Refer the company to Office of Fair Trading/Trading Standards/Advertising Standards Authority?

A problem that existed with PPP firms who created New Cos to act as the PPP provider with agreed fixed profits/margins etc, and then outsourced all the work back to subsidiaries of the parent company. £1 spend = 50p in my pocket

It is indeed public private partnership - a consortium bids to provide a service normally to the govt who pay a fee. The consortium creates a New Co who are the PPP, but margin were bid tight to win the bid, so profits are extracted by selecting subsidiaries of the the consortium bidders to deliver services as sub contractors. prices paid are high to keep margins and profits at new co low. but profits flow nicely back to the consortium via these service contracts.

Should multiple sentences to eternal damnation be served concurrently or consecutively?

If there was any arrangement for parole, then consecutive. It was a purely cynical selling of the future for Present Political Profit.
