I think it likely that they are a body constituted by statute.

My reading of it does not show them having a Legal Personality as such (the Commissioners
I mean ) ?. Do you concur with that, or how would they have a legal personality ?.

things

Act
says
they
can
do.

What
more
do
you
want?

You are reading way too much into issues of legal personality. (Also, you need to stop pressing the return key. They text will wrap automatically which is much easier to read.)
