I think what you have spotted is how easy it is to see attempts to manipulate.
Like going to a football match - you can hear fans encouraging a team along. That a team might score is hardly evidence that they are easy to manipulate.

Not a good analogy at all, but the team keep scoring, despite being considerably weaker players: that suggests something is amiss.

The bigger problem to my mind is not the existence of the ERG, nor even the amount they are fleecing the taxpayer, but the level of secrecy and the absence of any effective counter group.

In the context, "Effective" means to have an observable effect, and while I will spend days living under a metaphorical rock, I think by now I would have caught a hint.
