Tied election result: draw straws?

I understand that an election in Northumberland was an exact tie and the result decided by drawing straws. I'm not disputing that as a valid mechanism, but I am surprised by it: does the legislation set this out?

Yes. Local Elections (Principal Areas) Rules 2006. Rule 49.

I guess that does not apply to parliamentary elections. How are those decided in the result of a tie?

Why do you guess that? What method of tie-breaking do you think is used if necessary? Penalties?

The tie break procedure for Parliamentary elections is in fact the same.

An identical provision appears in Schedule 1 of the Representation of the People Act 1983.
