Is civil war illegal?

Is civil war illegal?

Wars usually involve violence against people and property and any such violence is obviously illegal in all normal situations.
Where a state of war exists, apparently such actions are legal against the other side, but that is not what this question is about.

Aside from the violence and destruction, what offence might be committed if a group of citizens declared a state of civil war?

As I understand Treason is action against the Monarch, so if the dissidents did not seek to unseat Her Majesty then treason should not apply.
Sedition perhaps, but I don't know if that is a specific offence.

Since the question specifies the non-use of violence or damage, perhaps you could explain how that might be applicable?

Hairy and I read the OP's post differently. Perhaps the OP could be asked to clarify "Aside from the violence and destruction, what offence might be committed if a group of citizens declared a state of civil war?"

That is a good question, but I don't think it is necessarily important to the question on the table. Non-violent wars are not unprecedented.
