I am sure we are all aware of Parliament's petitions site, but does anybody know if and what statutory requirements or obligations they operate under?
Is there any actual requirement for them to do what they are supposed to do?

You say that very confidently. I take it then that you have looked at the instrument by which the petition system was set up &/or the rules under which they operate.
