3. Everyone charged with a criminal offence has the following minimum rights:
(a)to be informed promptly, in a language which he understands and in detail, of the nature and cause of the accusation against him...

Please go to http://rightsinfo.org/your-rights/fair-trial/ for a complete statement of this right. In fact rightsinfo.org has useful information on all of the rights set out in the European Convention and enshrined in the Human Rights Act 1998.

Perhaps you could suggest why the same principles should not extend to those accused of rule breaking in smaller communities?
