My understanding is that if you sign up to self-employment terms but are effectively working as an employee then the employer is at risk of a holiday claim and the employee is at risk of being asked for NI contributions.

I didn't think "vulnerability" came into it except to the extent that it applies to workers who are compelled to work this way under threat of being fired by employer or being sanctioned by benefits agency for turning down employment.
