The CPS say:

"Section 127(2) targets false messages and persistent misuse intended to cause annoyance, inconvenience or needless anxiety; it includes somebody who persistently makes silent phone calls (usually covered with only one information because the gravamen is one of persistently telephoning rendering separate charges for each call unnecessary)."

"Annoyance" is too general a word to use. "Nuisance" would have been better.

I persistently get phone calls and when I answer they hang up. When I check the number in google it usually belongs to claim management companies, does that act mean I can now report them to the Police because it annoys me.

Although it's most annoying, their intent is presumably to make you call them back in order to get your custom which doesn't complete this offence.

You can report them to the Information Commissioner’s Office, and should consider registering your phone numbers with the TPS barring service.
