How to get copy of file from previous solicitor

Hello, I've just changed solicitors. My new solicitor wrote to my previous solicitor requesting a copy of the file of papers on a matter that is directly related to the matter being dealt with by my new solicitor. However, my previous solicitor, who has not taken too kindly to being dumped, has not responded. My new solicitor says he is going to write to him again. I feel my previous solicitor is not going to respond and more time will have been wasted. I would like to know if a solicitor requests copy of file, as in the situation described above, is the other solicitor obliged to hand over copy of the file or not. Is there any way he can be compelled to forward a copy of the file. All help will be greatly appreciated.
