Nobody is knocking it as a job, but it is a job that should be paid for by the customer, not the taxpayer.

I did actually, yes. A bit of customer service, how to remain cheerful and focused while doing repetitive tasks. It is actually harder than it looks.

And I think you would be wrong. The guidance and statutes provide ample discretion for the secretary of state in how he authorises such arrangements.
