My replies to your questions are the following

I am not satisfied with the reply under stage 3 to my complaint

I think that to have received a reply also under stage 2 could have made a difference because an additional independent person would have considered my complaint and we never know maybe he/she would have been fair and upheld my complaint.
Moreover there is another reason which is that the greatest number of replies I receive the greatest number of pieces of information I would have received from the Council what will have increased my opportunities to reply to it and to convince it that I am right.
