If a PLC company advertise free quotations and then send a significant bill for the quote, along with the quote, then legally can/should the bill be ignored?

Can? Probably. Should? No, on the face of what you have said here, they should probably be reported to Trading Standards.

Upon what basis are they charging for a quote they said would be free?

No more to it than has been said.... surfed the net, invited a company to quote, quote received with a £80 invoice for quotation. Thats it, so far... :)

On the stated facts, the invoice should be rejected.

The fact that this is a public limited company is of no relevance.
