After having a look at their site - www.cpag.org.uk - I noticed this > http://www.cpag.org.uk/test-cases/about

CPAG has a contract with the legal aid agency to take on 15 public law cases a year

15 does not sound many, but those are test cases: does that make 15 a good number?

15 is the number that the Legal Aid chaps will fund. It's about budgets.

Plus the CPAG says it only has one solicitor. Test cases are demanding. She can only keep so many plates spinning.
